The purpose of this study was to i) analyze the roles and responsibilities of the teacher.; ii) identify the teacher-child interaction.; iii) examine the environment and support system that promote learning experiences; iv) assess teaching strategies that enhance learning; v) evaluate learning management that improves understanding.; and vi) analyze the assessment practices that contribute to quality Early Childhood Education (ECCE). This study applied quantitative and qualitative combinations of survey design, interviews and observations to answer the research questions. All three study designs were used to obtain comprehensive and comprehensive data on the four main aspects involved in this study. A sample of 3498 government officers/supervisors/principals/ carers/teachers and 5504 parents/guardians from the Ministry of Education Malaysia (MOE), State Education Department (JPN), Department of Community Development (KEMAS), Department of National Unity and Integration (JPNIN), PERMATA, Affordable Family Development Foundation (YPKT), and private TASKA/TADIKA. In order to obtain more detailed information, 61 samples were selected for individual interviews and 111 sample groups with ECCE / Educationist/ Researcher / NGO /PPM Officers as target samples. Meanwhile, the sample interview focused on 266 teachers / carers and 191 parent / guardian samples in TASKA / TADIKA. The observation targeted 50 TASKA and 56 TADIKA as the samples in six zones in Malaysia (North, Central, East, South, Sabah and Sarawak). The quantitative study data were analyzed using SPSS 23 software while the qualitative study was using NVivo 12 software.
