These factors will be used as markers or criteria that contribute to the quality of Early Childhood Education in Malaysia. This study involves qualitative and quantitative research through 4 phases of data collection through surveys, interviews, and observations. It covers the aspects of leadership, management, and monitoring in TASKA/TADIKA from various government agencies such as the Department of Community Development (KEMAS), Department of National Unity and Integration (JPNIN), Permata Negara Orphanage (PAPN), and Ministry of Education Malaysia (KPM), as well as private agencies. This study had received the cooperation of state government bodies such as Terengganu Family Development Foundation (YPKT), Terengganu Islamic Foundation (YIT), and Perak Islamic Religious Department (JAIPk) as well as non -governmental organizations such as the Tunas Islam Orphanage (PASTI). The cooperation of reference experts was also obtained from the Ministry of Health Malaysia (MOH). Overall, three methods were used to obtain inclusive and comprehensive data related to the main aspects of this study, specifically leadership, management, and monitoring. In addition to assisting in the acquisition of comprehensive and thorough data, the use of these three methods allows the weaknesses found in each method to be overcome by other methods. The findings of the study show that for central administration and management, the managers, administrators, educators, and caregivers should clearly understand the concept of organization because the management and the organization have a closely related relationship.
